CDS was established and is managed by Rick Harbin, a 35-year veteran of the construction industry.

Rick has completed over 5 million square feet of commercial and industrial structures; completing many schools, churches, office buildings, industrial plants, and high-tech facilities, along with development of office parks, industrial parks, and residential subdivisions. He was selected as an honored member of “Who’s Who” for his accomplishments in development of high-tech industries.

Rick Harbin has performed as Developer, Design/Builder, Construction Manager, General Contractor, and Consultant.

He was a board member and president of the Associated Builders & Contractors. A charter member and president of the Tennessee Association of Professional Estimators, later to become the National Association of Professional Cost Engineers. He presided on the advisory boards of “Stran Buildings” and “Varco Pruden” (both national steel concerns) while maintaining an MBMA Certification for Design and Assembly of Steel Buildings, along with an ACI designation as a concrete technician. Rick established the Building Codes Committee of Knox and surrounding counties in order to establish better lines of communication and education of better building practices. He has also lobbied Congress and Senate in support of small business and the construction industry. Appointed Colonel Aide de Camp, Governor’s Staff, by Lamar Alexander.

Grant R. Asfour, P.E.

A graduate from Worcester Polytechnic Institute with a Master’s of Science and Engineering Technology. 

 Grant has performed structural design an evaluations along with civil and environmental designs for many notable commercial, industrial, and residential developments for more than 20 years.

 He has also performed rectification of structural damage from natural disasters and mandated repairs to large industrial facilities and federally owned power plants.

Wanis A. Rghebi, P.E., R.L.S., CPESC

Site planning and design, civil engineering , utilities, land surveying, construction staking, as-built plans, ALTA and boundary surveys, storm water compliance, including permitting from local, state and federal agencies.

Wanis has performed as civil engineer on numerous subdivisions and commercial developments including a $90 Million lake front resort, consisting of luxury villas, a full service 400-slip marina, swimming pools, recreation areas, and restaurant.

Jimmy Styles
Administrator of Field Operations

Jim had been a foreman and supervisor for the Harbin companies since 1990. In 2008 was positioned over all field activities.

Jim has certifications and training in all areas required in order to execute typical commercial construction activities including project management, safety compliance, and government regulations.

Prior to 1990, he helped run a family owned hardware business.

Jim is a Vietnam Veteran, serving the U.S. Army as Quarter Master Supply.
